Ulinda Park Battery and Energy Storage System

Have your say on the application for a generation authority for the Ulinda Park Battery and Energy Storage System (BESS) project and its connection to the Powerlink electricity network.

Proposal

Have your say on an application for a generation authority for the Ulinda Park (BESS) proposal project. This authority will allow the applicant to operate the generating plant and to connect to the transmission network.

The Ulinda Park BESS is a renewable energy project located in the Western Downs Region approximately 31.8 km to the southwest of Chinchilla. Construction of the bidirectional battery energy storage system generating plant commenced early 2024 and infrastructure testing is due to start in May 2025. To operate the plant, the applicant, Ulinda Park ProjectCo Pty Ltd must have a generation authority.

We are inviting feedback on this application to connect the generating plant to a transmission network. The connection will be via the Western Downs Substation and has a maximum export capacity of 298 megawatt-hours (MWh).

Now accepting submissions

Submissions will close at 5pm on 22 April 2025. Any submissions that are lodged after this time will not be considered.

Permission requirements

Unless the infrastructure is to be located wholly on land the applicants own or lease, the operator must apply to the Regulator and be granted a generation authority under 179 of the Electricity Act 1994.

We must then seek feedback on the application from the public, including people who might be affected by or interested in the project.

Once feedback and other relevant matters have been considered, we will decide whether to issue a generation authority to the applicant to proceed with the proposed electricity generation activity.

Have your say

We are seeking feedback from the public about the application to assess:

  • the suitability of
    • the applicants to hold a generation authority
    • the owner (also the applicants) to be the owner
  • other matters to be considered under section 180 of the Act.
